§ 12-17. Licenses required; types.
(a)
It shall be unlawful for any person to acquire, possess, purchase, handle, dispose of, store, or use an explosive on any site without first obtaining a license issued under and pursuant to the provisions of this article. The requirements of this article shall not relieve any person from compliance with the provisions of Chapter 552, Florida Statutes, as amended, and all rules and regulations promulgated by the Division of State Fire Marshal.
(b)
It shall be unlawful for any person to purchase or store explosives or blasting agents or to engage in blasting at any approved site without first obtaining a user license.
(c)
It shall be unlawful for any person to use explosives or blasting agents at an approved site without first obtaining a blaster license.
(d)
It shall be unlawful for any person to handle explosives while assisting a user or blaster without first obtaining a handler license.
(e)
It shall be unlawful for any person to transport explosives or blasting agents within or through Broward County without first obtaining a carrier license.
