§ 12-20. Qualifications of applicants for licenses; contents of license.
No license shall be issued to any person under the age of twenty-one (21) years, or who is addicted to the excessive use of alcohol, narcotics, drugs, stimulants, or depressants, or who, as a result of a physical or mental deficiency, cannot reasonably be expected to safely handle or utilize explosives or blasting agents, or who has been convicted of a felony and has not been pardoned or whose civil rights have not been restored, or who has been adjudicated mentally incompetent and whose civil rights have not been restored. An applicant for a user or blaster's license must prove competency and familiarity with the explosives to be used and with the operation to be performed by an examination prepared and administered by the director, or designee. The burden shall rest upon the applicant to establish that the qualifications for a license have been met. The license issued hereunder shall show the purpose for which it is used and the period of time for which it is valid.
