All valid and enforceable debts, obligations, franchises, licenses and contracts of
the Broward County Fire Control District and all subdistricts established thereunder,
shall be valid and enforceable only as to the property or individuals securing them
and shall not be binding or enforceable against Broward County, Florida, unless otherwise
specifically provided for by the Broward County board of county commissioners.
