§ 1-453. Finding and declaration.

It is hereby ascertained, determined and found that the youth of Broward County do not have the fullest opportunity to learn and to develop their intellectual and mental capacities because there is a shortage of educational facilities or projects at the institutions for higher education in Broward County; and further declared that there is a need for an educational facilities authority to function in Broward County to alleviate and remedy said shortages.

(2)

The board hereby recognizes, declares and reaffirms the need for the Broward County Educational Facilities Authority to function in Broward County.
