Article XVIII. OPEN VIDEO SYSTEMS |
§ 20-509. Annual report.
No later than ninety (90) days after the close of its fiscal year, the Operator shall file an annual report to the County that includes the following information:
(a)
A list of all persons owning or controlling five percent (5%) or more of the stock, partnership shares or assets of the system; and a list of any parent corporation, parent entity or holding company that owns or, by ownership of other entities, controls the system.
(b)
Two (2) copies each of a financial statement for the service area in unincorporated Broward County consisting of a balance sheet, income statement, statement of retained earnings and statement of cash flows, or similar titles which shall be in sufficient scope to allow independent ascertainment of the Operator's compliance with the usage fee requirements of this article, or an audited report of revenues and usage fees audited by an independent auditor as to the calculation method(s), fairness, and compliance to the County's usage fee requirements contained in this article.

Any Operator whose revenues are less than Twenty-Five Thousand Dollars ($25,000.00) may submit financial statements in a form acceptable to the Broward County Commission Auditor.
(2)
Any Operator whose revenues are Twenty-five Thousand Dollars ($25,000.00) or more shall submit financial statements audited by an independent certified public accountant in accordance with Generally Accepted Auditing Standards (GAAS) as promulgated by the American Institute of Certified Public Accountants.
