§ 27-171. Declaration of intent.
The Board promulgates this article to eliminate, prevent, and control air pollution, and to protect and enhance ambient air quality. This article furthers the Board's policy of prevention of significant deterioration of air quality by adopting the National Ambient Air Quality Standards ("NAAQS"), and establishing emission standards. The policies inherent in this article shall be to protect the ambient air quality existing at the time the ambient air quality standards were adopted, and to enhance the quality of the ambient air of the county. Where a new or increased source of ambient air pollution poses a possibility of degrading existing air quality or NAAQS established by this article, such source or proposed source shall not be issued a license or permit until the Broward County Environmental Protection and Growth Management Department ("EPGMD") has reasonable assurances that such source will not violate the intent of this article. This article is adopted to achieve and maintain such levels of ambient air quality to protect human health and safety, prevent injury to plant and animal life and property, maintain the quality of life, promote the economic and social development of this county and facilitate the enjoyment of the natural attractions of this county. This article promotes pollution prevention and environmental justice. This article is adopted to facilitate the implementation of the Clean Air Act Amendments of 1990, as amended, and of the air quality programs delegated to EPGMD by the state of Florida.
