§ 31-42. Provisions supplemental.

The provisions of this article shall be deemed to be cumulative, supplemental and alternative authority for the exercise of the powers provided for herein. This article shall not, except to the extent specifically set forth in section 31-40 above, be construed as repealing or superseding any other ordinance or law.
