§ 31-51. Replacement and repair criteria.
The county water management division shall determine if existing subsurface drainage facilities are in need of maintenance or repair or maintenance and repair by the application of the following standards:
(a)
Seepage Systems:
(1)
Storage capacity: Visual inspection by the Broward County Water Management Division to determine if silt and other debris have entered the system, reducing its storage capacity by ten (10) per cent or more below the design storage capacity.
(2)
Removal rate: By observation, the Broward County Water Management Division will determine if after a design rainfall all waters are removed from the surface in two (2) hours and from the drainage facility in six (6) hours.
(b)
Positive Systems:
Removal rate: The Broward County Water Management Division will conduct a visual inspection to determine if silt and other debris have entered the system in sufficient quantity to reduce the capacity ten (10) per cent or more below the design capacity.
