Article V. BROWARD REGIONAL EMERGENCY MEDICAL SERVICES COUNCIL |
§ 15-73. Objectives.
The EMS Council shall have the following objectives:
(a)
Serve in an advisory role to the Broward County Board of County Commissioners ("Board");
(b)
Serve as a catalyst to effectuate cooperative arrangements for improving and best utilizing emergency medical resources in Broward County;
(c)
Survey existing emergency medical resources available to citizens and visitors to Broward County;
(d)
Assist in the development of local and regional emergency medical services ("EMS") plans;
(e)
Make recommendations to the Board regarding emergency and nonemergency medical transportation services, transport protocols, training programs, communication systems, and other such appropriate services that significantly influence the delivery of emergency medical services;
(f)
Assist in the development of appropriate EMS standards of care and levels of service commensurate with the needs of the citizens of Broward County;
(g)
Assist in securing EMS grants; and
(h)
Establish a standing committee known as the EMS Review Committee with the following objectives:
(1)
In accordance with Chapter 3½, Broward County Code of Ordinances ("Code"), and any rules and regulations promulgated thereunder, make recommendations to the Board, through the County Administrator, regarding applications for (i) certificates of public convenience and necessity (COPCN) for the provision of advanced life support (ALS) or basic life support (BLS) services, or (ii) licenses for the provision of nonemergency medical transportation services effecting the delivery of such services in Broward County; and
(2)
Hold hearings, conduct investigations regarding complaints received during the previous licensing period, and take testimony in certain matters relating to violations of Chapter 3½ of the Code and any rules and regulations promulgated thereunder.
