§ 15-74. Membership; terms.

  • (a)

    Membership.

    (1)

    Members of the EMS Council shall be appointed by the Board. The EMS Council shall consist of thirty-seven (37) members. EMS Council members shall serve in accordance with the provisions of Section 1-233 of the Code, unless otherwise provided for herein.

    (2)

    Each County Commissioner shall appoint one (1) member of the EMS Council.

    (3)

    The Broward County Medical Examiner shall be a voting, ex officio member of the EMS Council and is specifically exempt from the requirements set forth in Section 1-233 of the Code which provide for terms of appointment to advisory boards.

    (4)

    The EMS council shall submit to the Board for consideration a nominee from each of the twenty-seven (27) categories or organizations listed below:

    a.

    Physicians:

    1.

    Emergency medicine.

    2.

    Surgeon.

    3.

    Public Health.

    4.

    Pediatrician.

    5.

    Pre-hospital Medical Director.

    6.

    Emergency Department Director from Broward Health.

    7.

    Emergency Department Director from Memorial Healthcare System.

    b.

    Hospitals:

    1.

    Nonprofit/Proprietary.

    2.

    Broward Health, Administration.

    3.

    Memorial Healthcare System, Administration.

    c.

    Nurses:

    Emergency room.

    d.

    Transport:

    1.

    Private ambulance.

    2.

    Municipal fire.

    3.

    County fire.

    4.

    Aircraft.

    e.

    Advanced Life Support (ALS):

    1.

    Municipal Provider.

    2.

    County Provider.

    3.

    Private Provider.

    f.

    Broward Emergency Medical Services Education.

    g.

    Broward Regional Health Planning Council, Inc.

    h.

    American Red Cross, Broward County Chapter.

    i.

    American Heart Association, Broward County Chapter.

    j.

    Broward County Trauma Advisory Panel.

    k.

    EMS Dispatch, County or Municipal.

    l.

    Critical Incident Stress Management (CISM).

    m.

    Law Enforcement, Union Representative.

    n.

    Fire and Paramedic, Union Representative.

    (5)

    The Board may approve a nomination submitted by the EMS Council for appointment, or the Board may appoint another individual who meets the criteria for serving in the particular category of membership on the EMS Council.

    (6)

    Staff assistance and appropriate resources for the EMS Council shall be provided by the Broward County Trauma Management Agency.

    (b)

    Terms of Members ; Attendance and Removal.

    (1)

    The nine (9) members appointed to the EMS Council pursuant to Subsection 15-74(a)(3) shall serve terms in accordance with the provisions of Section 1-233 of the Code.

    (2)

    The members appointed to the EMS Council pursuant to Subsection 15-74(a)(5) shall serve at the pleasure of the Board for a term of four (4) years.

    (3)

    EMS Council members, except for the Broward County Medical Examiner, shall be subject to the attendance, removal, and reappointment provisions in Section 1-233 of the Code. Automatic removal of a member shall cause a vacancy to exist in the membership of the EMS Council. However, the automatic removal of a member shall not be deemed effective until the member has received written notice from the County Administrator or designee of the reason for the action being taken to remove the member. In the event a member is automatically removed, the EMS Council may (i) nominate a new individual and submit the name to the Board for consideration for appointment or (ii) recommend to the Board that the individual be reappointed when extenuating circumstances are found to exist for the individual's absences. Thereafter, the Board may approve the EMS Council's nomination of a new individual for appointment, reappoint the individual to the EMS Council for the remainder of the unexpired term, or appoint another individual who meets the criteria of the particular category of membership to be filled.

    (4)

    Vacancies in the membership of the EMS Council shall be filled in the same manner provided for the original appointments. An appointment to fill a vacancy shall only be for the remainder of the unexpired term.

    (5)

    All members serving on the EMS Council as of the effective date of this Ordinance who fall under one (1) of the categories of membership referred to in Subsection 15-74(a)(5) shall continue to serve their respective terms as provided for herein.

    (c)

    Committees; Staff.

    (1)

    The EMS Council may establish subcommittees as specific needs arise. The Chair of the EMS Council shall appoint subcommittee chairs and members to such subcommittees as needed.

    (2)

    All meetings of any committee shall be open to the public and advertised as provided by law.
