§ 1-386. Duties and functions.

  • (a)

    The Water Advisory Board shall have the following duties and functions:

    (1)

    Advise and make recommendations to the Board regarding the development, operation, use, and management of the water resources within Broward County, including water supply, water conservation, water quality, groundwater recharge, reuse of wastewater effluent, and stormwater management;

    (2)

    Monitor, evaluate, and make recommendations to adopt modifications to the Broward County Water Supply Plan, as needed;

    (3)

    Develop and recommend for adoption a Countywide Comprehensive Water Resources Management Plan per Chapter 36 of the Code;

    (4)

    Evaluate efficiencies of regional approaches to water supply planning, projects, and resource development;

    (5)

    Consider the influence of changing climate conditions, including sea level rise, on resource availability, energy demands, and long-term water supply and management strategies;

    (6)

    Monitor progress, evaluate outcomes, and make additional recommendations, as necessary, regarding efforts within Broward County to develop and implement strategies, recommendations, or initiatives identified in Section IV of the Broward Water Resources Task Force Report (dated August 2010) and the Broward Water Resources Task Force Report 2015 Update;

    (7)

    Oversee matters regarding water resources, as the Board may authorize;

    (8)

    Serve as the major water policy advisory entity for Broward County, appoint subcommittees, where appropriate, review subcommittee activities and recommendations, and make related recommendations to the Board;

    (9)

    Act as a liaison to the South Florida Water Management District and other regulatory organizations pertaining to the use and management of water resources within Broward County;

    (10)

    Ascertain the views of the residents of Broward County regarding water resource needs, problems, and possible solutions;

    (11)

    Monitor, where required, the progress of the 208 Areawide Waste Treatment Management Project ("208 Project") and become familiar with issues relevant to the 208 Project development;

    (12)

    Be responsible for, where required, the public participation responsibilities under 40 Code of Federal Regulations, Part 25, and Volume 44 of the Federal Register, No. 34, dated February 16, 1979; and

    (13)

    Make written recommendations, where required, to the Board and other responsible decision-making officials on major decisions regarding the 208 Project (including approval of the public participation program) and respond to any requests for recommendations.

    (b)

    If the Board chooses not to accept recommendations of the Water Advisory Board relating to the development, use, and management of the water resources within Broward County, the Board must do so by a majority vote, plus one (1), of its entire membership.
