§ 20-525. Public, educational and governmental access channels.
(a)
The Operator shall provide and maintain at least one (1) specially designated non-commercial, educational, and governmental public access channel available on a first-come, non-discriminatory basis.
(b)
Public Service Announcements or County produced programs will take precedence over Operator's programming when a request is made to air these items by County staff. Proof of such airing of a County produced program may be required upon request by County staff subject to Federal preemption.
(c)
At those time segments during which no signals are transmitted over public, educational or governmental access channels, the Operator may utilize such channels for any purpose consistent with the provisions of this article.
(d)
The Operator will endeavor to provide that the signal of each channel required in the basic service tier be received at a designated place on the subscriber's channel selector as prescribed by the County Administrator.
(e)
The Operator shall provide and maintain, without charge, at least one (1) specially designated governmental access channel for Broward County government use and programming. If the Operator's programming service offers at least one hundred (100) channels and if the County Administrator or his or her designee so directs the Operator in writing, the Operator shall provide and maintain, without charge, a second specially designated government access channel for Broward County government use and programming.
