§ 27-320. Gasoline tanker trucks.

  • (a)

    Applicability. All gasoline tanker trucks or trailers with a delivery-vessel capacity of more than four thousand five hundred (4,500) gallons are subject to the leak testing requirements of this section.

    (b)

    Leak testing. The delivery vessel and vapor recovery system of any gasoline tanker truck or trailer subject to the provisions of this section shall not sustain a pressure change of more than three (3) inches of water (750 pascals) in five (5) minutes when pressurized to eighteen (18) inches of water (4500 pascals) or evacuated to six (6) inches of water (1500 pascals) using the test procedure described in U.S. Environmental Protection Agency document number EPA 450/2-78-051, "Gasoline Tank Trucks and Vapor Collection Systems, Appendix A., Pressure-Vacuum Test Procedure for Leak Tightness of Truck Tanks," hereby adopted and incorporated herein by reference. The delivery vessels and vapor recovery systems of tanker trucks shall be tested no less frequently than every twelve (12) months. In addition, tanker trucks or trailers shall be tested prior to use if an accident damages the delivery vessel or vapor recovery system, if welding or cutting is done on the delivery vessel, or if the tanker truck or trailer is out of service for more than one (1) year. Tanker trucks or trailers that fail leak tests shall be repaired and pass a retest before being placed back in service. EPGMD or its agents shall have the right to conduct routine checks of tanker trucks or trailers at its discretion, to determine if the vehicle is in compliance with Florida Department of Agriculture (DAG) certification requirements and is vapor tight.
