§ 30-264. Construction of provisions.

It is intentioned that the provision of this article shall be liberally construed for accomplishing the work authorized and provided for or intended to be provided for in this article, and where strict construction would result in the defeat of the accomplishment of any part of the work authorized by this article, and a liberal construction would permit or assist in the accomplishment thereof, the liberal construction shall be chosen.
