The special assessments made by the board as provided for herein shall be liens against
the property assessed and may be foreclosed against said property in the same manner
as mortgages are foreclosed in the State of Florida or in the manner otherwise provided
by applicable law for the foreclosure of special assessment liens, except that no
such special assessment shall be foreclosed unless the same has not been paid, as
provided in the resolution levying such special assessment, for a period of one (1)
year. Any previous or pending action filled by Broward County foreclosing certain
property subject to a special assessment by Broward County in a manner provided by
law is hereby ratified and affirmed.
