§ 9-52. Qualifications for master plumber.

  • (a)

    In order to be eligible to receive certification from the board as a master plumber, the applicant shall demonstrate possession of the skill, knowledge, ability, and experience to install, maintain, design, test, repair, alter, extend, and construct plumbing systems in accordance with the building code and all other applicable codes and regulations, and to supervise and direct other persons who engage in such activities. The applicant shall demonstrate and possess the ability to plan, lay out, supervise, and perform plumbing work. The applicant shall have been a certified journeyman plumber for not less than three (3) years and shall have no less than seven (7) years of practical plumbing experience. The board may, in its sole discretion, consider a person's formal or vocational education as practical experience in the trade.

    (b)

    A master plumber may install, maintain, test, repair, alter, extend, or, when not prohibited by law, design sanitary drainage or storm drainage facilities; venting systems; public or private water supply systems; septic tanks; drainage and supply wells; swimming pool piping; irrigation systems; solar heating water systems and all appurtenances, apparatus, and equipment used in connection therewith, including boilers and pressure process piping and including the installation of water, natural gas, liquefied petroleum gas and related venting, and storm and sanitary sewer lines; and water and sewer plant substations. The scope of work of a master plumber also includes the design, when not prohibited by law, installation, maintenance, testing, repair, alteration, and extension of airpiping, vacuum line piping, oxygen line piping, nitrous oxide piping, and all related medical gas systems; fireline standpipes and fire sprinklers, to the extent authorized by law; ink and chemical lines; fuel oil and gasoline piping and tank and pump installation, except bulk storage plants; gaseous and liquefied hydrogen systems; and pneumatic control piping systems.

    (c)

    A person certified as a master plumber by the board may act as a qualifying agent for a business organization that engages in or performs, or that intends or desires to engage in or perform, plumbing work within Broward County, Florida.

    (d)

    A person or business organization that is issued a current active master plumbing contractor's certificate of competency by the board shall, as long as certification is maintained, have the right to apply for and obtain permits from, and perform and supervise plumbing work in, any municipality or unincorporated area within Broward County, Florida.

    (e)

    Any person or business organization certified as a master plumber by the board is authorized to perform the work and activities of journeyman plumbers and specialty plumbers.

    (f)

    It shall be the responsibility of a master plumber qualifying a business organization to ensure that the employee status of all persons involved in performing work for the business organization shall be determined using the same tests and in the same manner as the IRS, State workers' compensation, and State unemployment laws and rules.
